RMLD offers heat pump rebates and 0% interest loan incentives

The Reading Municipal Lights Department (RMLD) is making it easier for residential customers to upgrade to energy-efficient heat pump systems with a robust incentive program. Through rebates and a 0% interest loan option, RMLD aims to support customers in reducing their carbon footprint while improving home energy efficiency.

Why choose a heat pump?

Heat pumps offer all-in-one heating and cooling solution with greater efficiency than traditional oil, gas, propane, or electric resistance systems. By switching to a heat pump, homeowners can enjoy cost savings on energy bills while contributing to a greener environment.

Rebate and loan options

RMLD’s incentive programs include three options:

Option 1: whole-house heat pump rebate

  • New heat pump system: $2,000 per ton, up to a maximum of $8,000

  • Replacement heat pump system: $400 per ton, up to a maximum of $4,000

  • Weatherization requirement: Customers must complete weatherization improvements to qualify, with rebates covering 50% of costs up to $3,500.

  • Eligibility: The system must heat 100% of the home’s living space and be properly sized for efficiency.

Option 2: whole-house heat pump 0% interest loan

In partnership with Reading Cooperative Bank, RMLD is offering a 0% interest loan to eligible customers for heat pump installations.

  • Loan amounts range from $10,000 to $40,000.

  • Terms are set for up to 7 years with fixed principal-only payments.

  • Customers must complete heat pump installation within 60 days of loan commitment.

  • Weatherization improvements are required for eligibility, with rebates covering 50% of costs up to $3,500.

Option 3: partial-house heat pump rebate

  • New heat pump system: $1,000 per ton, up to a maximum of $3,000

  • Replacement heat pump system: $200 per ton, up to a maximum of $2,000

  • Weatherization requirement: Customers must complete weatherization improvements to qualify, with rebates covering 50% of costs up to $3,500.

How to apply

  1. Schedule a free consultation - RMLD customers can work with Abode Energy Management to assess their home energy needs. Visit Abode Energy Management to book an appointment. to book an appointment.

  2. Work with an approved contractor - Homeowners must choose a contractor from RMLD’s list of approved Home Performance Contractors (HPCs).

  3. Obtain necessary permits - Before installation, customers must call RMLD at 781-942-6598 for a utility Authorization Number (UAN) and obtain a Town Electrical Permit.

  4. Loan application process (if applicable) - Customers interested in the 0% interest loan should contact Reading Cooperative Bank to being the application process.

  5. Complete installation and submit paperwork - Once the installation is complete, contractors must submit a Quality Assurance Form and all necessary documentation for rebate approval.

Application deadline and payment

  • Rebate applications must be submitted within 180 days of final wiring inspection.

  • Rebates will be issued as checks.

  • The loan is provided directly through Reading Cooperative Bank.
